When you initiate a swap from Bitcoin to another asset, the exchange must quote you a rate at which it will execute the trade. That rate is a promise: even if the market price of Bitcoin fluctuates wildly during the next few minutes, the exchange will honor the quoted number. To make that promise safe, the exchange must freeze the rate for a specific window - typically a few minutes - while it waits for your Bitcoin transaction to receive enough confirmations.
During that frozen window, the exchange is exposed to market risk. If Bitcoin’s price suddenly drops, the exchange loses money on the trade. The exchange accepts that risk only because it has built a buffer into the quoted rate and because it limits how long the rate remains valid. Once the window expires, the exchange will either re-quote a new rate or cancel the swap.
The Bitcoin network fee, however, is not a promise. It is a dynamic fee determined by the Bitcoin protocol. Every Bitcoin transaction competes for space in the next block. Miners prioritize transactions that pay higher fees per byte. If the network is congested - many people sending Bitcoin at the same time - the fee needed to get confirmed quickly rises. If the network is quiet, the fee falls. The exchange has no power to freeze or cap this fee. It can only estimate what fee will be sufficient when you submit the transaction, and it can adjust its estimate as conditions change.
This is why you might see the swap rate stay fixed for minutes while the displayed fee ticks upward. The exchange locked the rate at the moment you agreed to the swap. But the fee displayed on your wallet or the exchange interface is a live estimate based on the current mempool - the pool of unconfirmed transactions. If the mempool grows, the fee estimate rises. The exchange cannot renegotiate the rate just because network fees have spiked; it already committed to that rate.
The underlying reason is that the swap rate and the network fee come from two completely different systems. The swap rate is a contractual price between you and the exchange. The network fee is a market price for block space on the Bitcoin blockchain. One is a fixed-term agreement; the other is a real-time auction.
